ADRA Sudan Finance Director

Job Summary:  Responsible for all financial aspects of the Relevant Sector of ADRA Sudan under the supervision of the Associate Country Director.

Job title:  Finance Director - Northern or Southern Sector (2 positions available)

Location:  Khartoum, Sudan (for the Northern Sector role) or Juba, Sudan (for the Southern Sector role).

Reports to:  The relevant ADRA Associate Country Director.        

Salary:  According to the ADRA Sudan Wage Scale and Benefit Package

Duties

Financial

  • 1. Accounting and tracking of all ADRA Sudan - Northern or Southern Sector resources in accordance with ADRA and donor policies/regulations.
  • 2. Maintenance of all accounting records and implementation of financial control systems in accordance with generally accepted accounting principles. Ensure that all documentation is adequate and complete.
  • 3. All Northern or Southern Sector banking requirements including: movement of funds, fund requests to donors, exchange of currency, separation of accounts, regular reconciliation of accounts, and maintenance of banking records.
  • 4. Preparation of all financial reports as required for local programme management, ADRA institutions, donors, and government bodies.
  • 5. Implementation of a comprehensive fixed asset and inventory control system, including consumables - including identification system for all capital assets, maintenance of fixed asset ledger, and routine monitoring of inventory reconciliations for expendables.
  • 6. Process disbursement of funds for authorised Northern or Southern Sector Administration and project expenditures. Insure that all Northern or Southern Sector expenditures of funds conform to: ADRA and donor regulations, budget limits, use or purpose originally intended.
  • 7. Regular review and examination of financial statements, bank and journal vouchers.
  • 8. Work closely with Internal Auditors to ensure a high standard of compliance with all donor policies.
  • 9. Preparation or revision of Northern or Southern Sector project budgets as required.
  • 10. Preparation and submission of fund advance or expense vouchers to donors as necessary.
  • 11. Implementation of audit recommendations as necessary to ensure Northern or Southern Sector compliance with ADRA, Donor, and Government accounting standards.
  • 12. Ensure prompt payment and reconciliation between Northern or Southern Sector, project, and external entities.
  • 13. Oversight of the payroll system, and withholding and payment of employee income taxes to host government(s).
  • 14. Preparation of Northern or Southern Sector annual operating budget and annual financial statements.
  • 15. Management and expenditure of funds so as to protect the financial health of Northern or Southern Sector. Monitor the spend-down of funds of each project by line item to ensure conformance to budget and project time-line.

Operations

  • 16. Manage and record all contracts and agreements signed on behalf of the Northern or Southern Sector. Ensure the compliance to donor regulations, and budgetary constraints.
  • 17. Oversight of the physical maintenance of Northern or Southern Sector offices, storage, and ex-pat housing facilities including all structural, electrical or generator, plumbing, air-conditioning, appliances, furnishings, grounds, painting, etc. Including any necessary construction or additions.
  • 18. Oversee the maintenance and payment of any public utilities or service: water, sewer, electricity, telephone.
  • 19. Oversee maintenance, servicing, and repair of all Northern or Southern Sector office equipment: i.e. computers, printers, software, photocopiers, radios, telephones, and office furnishings.
  • 20. Maintenance of necessary insurance coverage for Northern or Sector: assets, personnel injury, and general liability.
  • 21. Oversee travel arrangements for expatriate staff and consultants including purchase of airfare, arrangement of accommodations and overseeing the logistics for ADRA consultants and guests.
  • 22. Oversee the operations of the assets and logistics programmes that includes among other things the insurance, licensing, maintenance, repair, and allocation of all Northern or Southern Sector vehicles and motor equipment to conform to donor and ADRA policies and extend useful service life. Including oversight of the purchase and maintenance of necessary spare parts inventory.
  • 23. Oversee the implementation of a vehicle control system adequate to minimise vehicle damage, liability, and track specific use by mileage records to ensure use of all motor vehicles complies with ADRA, donor, and Govt. regulations.
  • 24. Oversee the purchasing, accounting, and maintenance of inventories of any necessary office supplies/equipment, including monthly distribution of costs between projects and administration.

Managerial

  • 25. Officially represent ADRA Sudan - Northern or Southern Sector in all financial communication with the Senior Management, donors and constituents. Negotiate with the donors and constituents with regard to financial issues.
  • 26. Be participative and active in a mentoring role to enhance the financial management potential of all senior management of the process. Building financial capacity with the senior management team.
  • 27. Serve as member of ADRA Sudan - Northern or Southern Sector ADCOM and attend the ADRA Sudan Board meetings when invited.
  • 28. Accomplish any other tasks requested by the Associate Country Director - Northern or Southern Sector for the well being of the department and the agency.
  • 29. Be honest in all undertakings and comply and/or respect the Seventh-day Adventist principles and moral standards.

Core Qualifications:  

Education:                   A minimum of BA in Business Administration or Accounting.   

Experience:                 A minimum of five years senior management experience in accounting, public Administration or business management in the developing world. 

Skills:                           Special skills in organisation, personnel management, budgeting, accounting, computer science, logistics, and procurement. Adaptability in human relations and cross-cultural living.
